B. Dean McDaniel, D.O., President

B. Dean McDaniel, D.O., of Victoria, is a board certified bariatric surgeon with over twenty years of experience in advanced laparoscopic procedures for obesity and metabolic disease. He is a Fellow of the American Society of Metabolic and Bariatric Surgery. Dr. McDaniel graduated from the College of Osteopathic Medicine at Oklahoma State University. He completed his surgical residency at the University of North Texas Health Science Center. Since 2001, he has served on local and state physician wellness committees. He was a member of the steering committee for the development of the Texas Physician Health Program and has served as the Chairman of the Texas Medical Association Physician Wellness Committee.

Mary Boone, LCSW, LCDC

Mary Boone, LCSW, LCDC, has worked in the field of Substance Dependence for thirty years, and with Mental Illness for eight years. She has experience in the areas of education, prevention, assessment, formal intervention, treatment programming, and therapy for individuals and couples, as well as adolescents and their families. She has been employed as marketer, lecturer, and treatment program counselor for Substance Dependence and Mental Health conditions. Currently she is in private practice specializing in assessments, formal interventions, Cognitive Behavioral Therapy, EMDR, and Emotional Freedom Technique. She does regular presentations at Austin Recovery, the University of Texas School of Social Work, and others upon invitation. She has a BA in Library Science from Our Lady of the Lake University, MS in Higher Education Administration from the University of Alabama, and MSSW from The School of Social Work at the University of Texas. She is a member of the National Association of Addiction Professionals, the Texas Association of Addiction Professionals, the Association for Comprehensive Energy Psychology, and the EMDR International Association.

Jeffrey L. Butts, D.O.

Jeffrey L. Butts, of Boerne, is a fellow of the American Board of Addiction Medicine and is a diplomate of the American Osteopathic Board of Family Physicians. He earned his under-graduate degree from The University of Texas in Austin and medical degree from Texas College of Osteopathic Medicine in Fort Worth. In 2011 he opened Celebrity Care Medical Clinic in Boerne, Texas, an outpatient addiction practice that treats individuals in recovery from a substance use disorder. He established Addiction Medicine Consultants of Texas (AMCOT), PLLC in 2013. AMCOT provides addiction medicine consults, medical directorships, in-patient treatment, and aftercare to the broader treatment community.

Ronald Cook, D.O.

Dr. Ron Cook is a native of West Texas, having grown up in Odessa. He attended Texas Tech University, where he graduated in 1985 with a Bachelor of Science degree. He continued his education at Texas Tech, receiving a Master of Science in microbiology in 1989. He pursued his medical training at Texas College of Osteopathic Medicine, but he returned to Lubbock in 1993 to assume a position as a Family Medicine resident at Texas Tech University Health Sciences Center. He joined the faculty in the department of Family and Community Medicine in 1996. He obtained the rank of Professor with Tenure in 2018. Among the many positions he has held in the department and School of Medicine have been Director of Medical Education, Residency Director, Chair of the Executive Committee of the Faculty Council, and Vice Chair. In May of 2012, Dr. Cook was named Braddock Chair of the Department of Family & Community Medicine. He also holds an MBA degree in Health Organizational Management from Texas Tech, and he is board certified in Family Medicine and Geriatrics, and is a Fellow of the American Academy of Family Physicians. He also serves as the Local Health Authority and Medical Director for the city of Lubbock since 2011, and Chief of Staff of University Medical Center. Dr. Cook has been instrumental in the development of the use of innovative teaching modalities at Texas Tech, such as the innovative 3-year medical curriculum known as the Family Medicine Accelerated Track, or F-MAT, which is receiving national attention for its efforts to produce primary care physicians.

Mark Kunik, M.D., M.P.H.

Dr. Mark Kunik is a geriatric psychiatrist and serves as Professor in the Menninger Department of Psychiatry and Behavioral Sciences at Baylor College of Medicine and Director of the South Central Mental Illness Research, Education and Clinical Center at the Michael E. DeBakey Veterans Affairs Medical Center. An expert in the determinants, prevention and treatment of behavioral disturbances in dementia patients, he also serves as Chief of the Behavioral Health Program at the Center for Innovations in Quality, Effectiveness and Safety. He is passionate about improving mental health and healthcare for older adults through education, research, clinical care and advocacy.
Over a career spanning three decades, Dr. Kunik has published more than 300 peer-reviewed articles and was the inaugural recipient of the Veterans Health Administration’s Dan Deykin Award for Outstanding Mentor. Prior to obtaining a Master of Public Health from The University of Texas School of Public Health, he underwent advanced training in geriatric psychiatry at the University of Pittsburgh Western Psychiatry Institute and Clinic. He earned his medical degree and undertook residency training in psychiatry at Baylor College of Medicine and received an undergraduate degree in psychology from The University of Texas at Austin.

Helaine W. Lane

Helaine W. Lane, of Houston, is a lifelong civic volunteer, with a special interest in drug and alcohol education and child protection. She holds a Bachelor of Arts from The University of Texas at Austin. Ms. Lane began her career as an amusement features writer for the Houston Post until relocating to Scotland. Returning to Houston, she was a Founding Member and Chairman of the St. John’s School Parents Steering Committee, establishing a drug and alcohol awareness program in the school and editing a widely distributed guide to parenting in the Greater Houston Community. She has served on the Board of Directors of the Children’s Assessment Center, the Joint City/County Commission on Children and the Houston Rape Crisis Coalition. She was appointed by the Mayor of Houston to serve as a member of the Miller Theatre Advisory Board and served as its chair for a number of years. Ms. Lane has been a member of three State District Grand Juries, and appointed Foreman of one.

Katherine (Katie) McQueen, M.D.

Dr. Katherine (Katie) McQueen, graduated from Baylor College of Medicine where she completed her residency and joined the teaching faculty. She is Board Certified in Internal Medicine and Addiction Medicine. She is recognized for her presentations and lectures on screening, brief intervention, referral to treatment, prescription drug misuse, and disordered eating. While on faculty at Baylor College of Medicine and UTHSC-Houston, Dr. McQueen developed and was the medical director for InSight, a state program that screened more than 90,000 Harris County residents for substance use problems. It also provided both brief intervention and more intensive services--when appropriate--to more than 20,000 patients. Her pioneering work was recognized by the Office of National Drug Control Policy and the Substance Abuse and Mental Health Services Administration. Dr. McQueen has practiced Addiction Medicine in Houston Texas at Memorial Hermann Prevention and Recovery Center and for the last 11 years at La Hacienda Treatment Center. Dr. McQueen is honored to join the Texas Physician Health Program as the Medical Director.

Sejal Mehta

Sejal Mehta, M.D., M.B.A., of Plano, is a board-certified psychiatrist. She serves as president of Psychiatric Medical Associates, P.A., and has been actively practicing in child and adolescent and adult psychiatry in the Dallas metro area since 2004. Prior to relocating to Texas, Dr. Mehta worked in Kansas City for four years with a private hospital. She is a member of the Texas Medical Association, where she serves as chair of the Physician Health and Wellness Committee and immediate past chair of the IMG section. She also served as president-elect of the Collin-Fannin County Medical Society. Additional, Dr. Mehta is a member of the Texas Society of Psychiatric Physicians, American Academy of Child and Adolescent Psychiatry, American Psychological Association, and the American Society of Addiction Medicine. Dr. Mehta received her medical degree from B. J. Medical College, India. She completed her residency and fellowship in child and adolescent psychiatry at the University of Kansas Medical Center.

Vicki Waters, MS, PA-C

Vicki Waters, M.S., PA-C, is a board-certified physician assistant and the Associate Director of the Baylor College of Medicine Physician Assistant Program. She is an Assistant Professor in the Department of Family and Community Medicine and The School of Allied Health Sciences at BCM. She provided clinical services at the Lyndon B. Johnson Emergency Center for the HCHD prior to joining the PA program faculty in May of 2000. Ms. Waters has a long history as an addiction educator and has taught addiction medicine and principles of screening, brief intervention and referral to treatment (SBIRT) for persons with substance use disorders to a wide variety of health professional students and practitioners for over 15 years. In addition to her interest in training health professionals and health professional students to care for patients with substance use disorders, she is interested in high-risk behavior in health care providers. She has been actively involved in multiple federally funded SBIRT projects, and a member of The Council on Alcohol & Drugs—Houston Medical Education and Research Advisory Board. She has extensive experience in classroom teaching, student training and community education outreach. She is a Project MAINSTREAM scholar, and developed many of the teaching materials that were used in the InSight SBIRT Project. As part of InSight Project and the SBIRT Residency Training Program, she lectured and directed workshops for faculty and resident physicians in SBIRT and medical issues related to substance use. Additionally, she was responsible for developing SBIRT operational protocols and evaluation instruments throughout the project. She was a primary content developer for the InSight patient, provider, and institutional brochure series and the InSight website insightforhealth.com. She consistently receives outstanding evaluations for her teaching and is the recipient of several teaching awards, including the Association of Physician Assistant Programs New Faculty Award for Professional Excellence in October of 2002 and the School of Allied Health Sciences Outstanding Didactic Teacher Award in 2005 and 2008, and the Baylor College of Medicine Distinguished Alumni Award in 2014.

Michael Weaver, M.D.

Dr. Michael Weaver is a Professor in the Department of Psychiatry and Medical Director of the Center for Neurobehavioral Research on Addiction (CNRA) at the McGovern Medical School at the University of Texas Health Science Center at Houston (UTHealth). He received his M.D. degree from Northeast Ohio Medical University, and completed Residency in Internal Medicine and a Clinical Research Fellowship in Addiction Medicine at Virginia Commonwealth University (VCU) Health System, and he is Board-certified in Internal Medicine and Addiction Medicine. He is currently involved in patient care, medical education, and research. Dr. Weaver sees patients in the Innovations Addiction Treatment Clinic at the Texas Medical Center in Houston. He has extensive experience teaching about addiction to medical students, residents, and community professionals at all levels. He is involved in multiple research projects and has multiple publications in the field of addiction medicine.

Susan Wynne, M.D.

Susan Wynne, MD of San Antonio, is a Board-Certified Child/Adolescent and Adult Psychiatrist in private practice in San Antonio and in Fredericksburg. She is a former President of the Texas Society of Child and Adolescent Psychiatry and a former President of the Bexar County Psychiatric Society. She is an Adjunct Professor of Psychiatry at the University of Texas Health Science Center at San Antonio. Additional memberships include Texas Society of Psychiatric Physicians, Texas Medical Association, Bexar County Medical Society, American Psychiatric Association and American Academy of Child and Adolescent Psychiatry. She attended Northwestern University for college and earned her medical degree from the University of Miami School of Medicine. She completed her residency in Adult Psychiatry and fellowship in Child and Adolescent Psychiatry at Tufts/New England Medical Center.

Emily J. Doyle, M.D.

Medical Director

Emily J. Doyle, M.D. is a board-certified forensic psychiatrist in Austin. She is a Fellow of the American Psychiatric Association. She graduated from The University of Texas Health Science Center at San Antonio Medical School and completed psychiatry residency at Los Angeles County + University of Southern California. She completed a fellowship in forensic psychiatry at University of Southern California Institute of Psychiatry and Law. In addition to her over twenty years of experience in clinical psychiatry, Dr. Doyle has experience in medical education, administration, and medical-legal consultation. Her interests include physician health and wellness and ethical and legal issues in medicine. She served on the Travis County Physician Health and Rehabilitation Committee for many years before joining the Texas Physician Health Program as Medical Director.

TXPHP Staff

  • Clinical Coordinator – Responsible for monitoring participants with substance use disorders (SUD), physical illness and impairment, and/or psychiatric conditions. Coordinate with Executive Team regarding participants’ general progress, evaluations, and participation in the program.
  • Administrative Assistant – Responsible for providing direct telephone support and administrative support to the program.
